Bill Pope, a CIA agent in London, is hunting a shadowy hacker known as "The Dutchman" when he is ambushed and killed. In an experimental procedure, Pope's memories are transferred into the mind of Jerico Stewart, a dangerous convict, so that the mission can continue. But as Jerico begins to think and feel like Pope, the hunt for The Dutchman becomes more personal and far more dangerous.
