Kate Macer leads a Phoenix-based kidnapping response unit for the FBI. After her team takes part in a raid on a drug den in Chandler, she is recruited into a covert special-ops mission led by CIA operative Matt Graver and assigned to help dismantle a powerful Mexican drug cartel. As the operation moves deeper into Mexico, Kate discovers that the team’s methods and true objectives are far less lawful and transparent than they first appeared.
