During the British era, Malli, a small tribal girl, is taken away by British governor Scott Buxton and his wife Catherine against her parents' wishes. Rama Raju, an Indian cop working for the British army, is ruthless toward revolutionary Indians, though the British government does not credit him for his service. When the government learns that a tribal man, Komaram Bheem, who considers Malli his sister, has begun searching for her, they announce a special post for any officer who can bring Bheem in. Rama Raju takes the task on, promising to bring him dead or alive. Bheem reaches the city in search of Malli and, posing as a mechanic named Afzal, crosses paths with Rama Raju. After a train accident on a lake, the two risk their lives to save a child and become best friends, even as they remain unaware of each other's true identities and missions.
